This is a vintage Hasbro Pokémon Battle Figures set from 1999, featuring fan favorites Drowzee (#96) and Hypno (#97). The set is new and still sealed in its original, unopened blister packaging.
The figures are mint inside the package, but the outer card packaging is in fair condition with visible wear consistent with age:
