The bracelet is a POW/MIA memorial bracelet for Lt. Commander Thomas H. Pilkington, a U.S. Navy officer who went missing in action during the Vietnam War.

Name: LT. THOMAS PILKINGTON
Date: 9-19-66 (September 19, 1966)
Purpose: The bracelets were created in the 1970s by the student group VIVA (Voices in Vital America) to raise public awareness of American servicemen who were prisoners of war (POW) or missing in action (MIA) in Southeast Asia. Wearers typically vowed to keep the bracelet on until the serviceman named on it was accounted for and returned home.
