1999 Vintage Japanese Pokemon set before the American release in 2001 before Pokemon The Movie 2000.
The American version came with a binder - so the complete American version runs around $4000 plus.
Look at TGC listings and EBay to see the going prices for individual graded single cards.
This was a must collectible in 1999 as they came 1 time a month and we couldn’t determine what set would’ be sent - it was mysterious to the distributor as well.
In 2001 - Gundam Wing model kits were really popular and the Pokémon collectors wanted only Gundam wing kits.
