The letter was issued to Navy Captain James Carnes from Secretary of the Navy Charles Sparks Thomas stating that a Congessman from California wanted to congratulate him on his recent promotion as they has done a lot of work together in the Pentagon in 1955. It is personally signed by the Secretary of the Navy. Thier is a great Navy flag blind stamp in the upper left corner of the document. Charles Sparks Thomas was a U.S. administrator. He served as Secretary of the Navy between May 3, 1954 and April 1, 1957.
