Signed WWI Naval Aviator & Navy Secretary Congress Commission Pentagon Letter. The letter was issued to Navy Captain James Carnes from Secretary of the Navy Charles Sparks Thomas stating that a Congessman from California wanted to congratulate him on his recent promotion as they has done a lot of work together in the Pentagon in 1955. It is personally signed by the Secretary of the Navy. Thier is a great Navy flag blind stamp in the upper left corner of the document. The autograph is guaranteed to pass any 3rd party authentication process such as PSA or JSA.

Charles Sparks Thomas was a U.S. administrator. He served as Secretary of the Navy between May 3, 1954 and April 1, 1957.

Thomas was born in Independence, Missouri, and he attended the University of California and Cornell University.
