This is a triangle bandage, a GI triangular bandage.

The color is olive drab (OD) color.
It is a government-issued item from the 70s-80s, but the details are unknown because the print on the pack has faded.

Unopened, unused item, but there are scratches on the pack and the text and illustrations have faded. Some of the rubber bands that held it together have deteriorated and are stuck. The peeled-off rubber has been removed.
