This is a corduroy cardigan from Burberry's.
It's a very rare item. While you often see stylish cardigans at places like GU, it's very unusual to find one with such a short length and wide body, with a good look, from brands like Ralph Lauren or Burberry. The corduroy is also in great condition with almost no flattening, so it's still a fluffy piece that can be worn for a long time.
