I believe it's from 1998 or 1999, during the brand's early days.
In the 1960s, artists like Dynah Lee and fashion designer Mary Quant were at the forefront of mod fashion, and were thus called "The Queen of Mods."
The message graphic, which gives a punk feel, is very nice, and is typical of Rei Kawakubo.
