This is just my personal opinion...
My foot size is 26.5cm, and I can wear 26.5cm comfortably. However, I prefer a more relaxed fit, so I choose 27.0cm.
Although it's one size larger, the shoes have a good hold, so they don't feel too loose, and I can walk without any problems.
